As far as I can tell, the in/out moving when turning it on is normal

The fuzziness... things are bound to get fuzzy when you zoom in...

But it's not just when I turn it on, it does that the whole time it's on. And also, when I hook it up to a computer to try and look at the pictures it turns off.
