Can you help me ID this soundtrack waltz?

This piece has been an earworm for me for many years, but I have no recollection as to what film it's from. From the style of the music and how far back in time it feels like I would have heard it, it reminds me of something like an Italian film from the 80's or 90's, something along the lines of Cinema Paradiso or Il Postino.
