Streaming Audio Online

Hey, does anybody know how to stream audio online, through an m3u file? What I mean is, how would I create a stream that I could place in an m3u file that one could play in a music player? The thing is, I do not want to use shout cast or any service like that. I want this file to be accessed by playing an m3u file.
