I'm looking for a piece of music that was used in the background of this trailer from Star Trek TNG's Chain of Command Part 2.

Does anybody know the name of the piece, or at least the composer?

If I'm not mistaken, that's a piece of production music from Firstcom.com - which means it's not available to the public for purchase or download. It's called "Declamation", the composer listed is Chris Payne. You can listen to it at their site but you must be a licensed production company to legally acquire it.
