Looking for techno song from bass cd.

This is a song from the late 90's on one of those bass cd's that people use to vibrate the streets when they put in subs in their cars.

The song plays, then has what sounds like a guy in an airplane, or fighter jet talking to control tower or something. Anyway the guy in the place says "I think you should know, I have complete power" then the music get's very fast and might have piano or not.

Anyone know this song?
