Pretty much. But the standard conversation about how much the rain sucks is invariably concluded by one of the participants saying, "Yeah but we needed it."

Nope to both. More water = more growth = more fuel when it does get dry. And it will get dry. Plus none of the municipalities were really designed with a lot of water in mind. So it floods. And all the accumulated oil on the streets frrom months without rain makes them very slick when it finaly does fall. It can be a real pain in the ass.
