I would bet it's William Orbit. Sounds SO MUCH like him. He's been around the block on the ambient scene and did all the music on Madonna's "Ray of Light" album. If it's not him, I'd be surprised. But if you dig the tune on this tv spot, then you need to check out his Strange Cargo cd's. They're exactly like this, even tho they're like 10-15 years old!
