Other people have been looking for the song for awhile too with no results.

It seems as though the game was cancelled before final production finished. The song was most likely done by Konami Japan as Konami USA does not know who did the song. It might be an artist who has done songs for other Konami Japan video game scores/soundtracks/trailers etc... It's a really good song and too bad that more information is not known or will be ever known.
