Does anybody know of how to regenerate the effect in this picture in photoshop?

change to black and white first:
image - mode - grayscale

turn the contrast way up:
image - adjustments - brightness/contrast

adjust brightness, if necessary.

apply filter-> sketch -> stamp (if necessary)

I did that, but i can't turn the white into red.

change the mode to indexed color.
image -> mode -> Indexed Color


change the white to red on the color table:

image -> mode -> color table

in the table, pick a white tile, and choose red as the replacement color.

I don't understand the color table, how do i get it to replace white with red?

Or you could do a gradient map to change the colors (even though there's not many color values now anyways)

or you could posterize it

but if you had illustrator, the best way to do it is to adjust the contrast in photoshop, autotrace in illustrator, and adjust the curves manually how you like them. it would be infinitely scalable and you could quickly change the shape and colors without deforming the image.

An easy way of doing that would be to change your color palette to red and black before you stamp it red being the background color I believe and black being the foreground. Or you could just take the one you have now and create a blank layer and fill it with red and then mess with the blending mode of the layer.
