It sounds Icelandic or Nordic like Sigur Ros...

Try contacting the youtube poster. Sometimes that helps.

I downloaded and reversed the song. Do the same with Audacity or whatever. You'll find it to be a relatively simple song. Probably something someone through together in a program like Garageband, adding a few drum beats in there at odd locations (making me think they added them after the reversal). Hope that helps.
