No, it became famous after appearing in 'Scent Of A Woman', 2 years before 'True Lies' was released. It also appeared in 'Schindler's List', which was also before True Lies.

it's a rerecord by Boomerang music of "Por Una Cabeza".
 
nope - it's Boomerang. The composer/writer is Powell but it's a re-record for the Smiths spots.
 
actually Carlos Gardel (sp?) is the writer... Powell the composer, but for the film only.
