Ok, i finally found it. Thanks for everyones suggestions. It turns out that it was deep forest by deep forest on the album deep forest. i think someone suggested that band earlier and i listened to someothing of theirs that didn't sound a thing like it so i wrote them off. i'm so glad to have finally found it. I just ended a five year long search.
