Giant robot dog looking to borrow a "network" commercial

This has been bugging our family for years! There use to be a commercial on (don't know what it was for) with a giant robotic dog walking through a big metropolitan area looking in office windows asking if he could "borrow their network for just a sec" and saying "I"ve got candy"). We think the voice of the dog was Ray Ramano, but can't find the commercial or what it was for. Ugh.
