Melody in satiric spot (FDP adé in Bremen)

Hello everyone,
I hope you can help me and please excuse my not perfect english. Recently I saw this clip:

And now I am searching for the background melody beginning at 0:07 to 0:27, another short sequence is beginning at 1:07. I've heard this melody also in a german audiobook with the title "Ab die Post" (english: Going Postal) from Terry Pratchett.
Hopefully this is the right place for this question. I really like this melody.
