old neighborhood

Trying to find the identity of a music video of a band playing in a deteriorated, dark green apartment room singing about how the old neighborhood has fallen into disrepair or how all of the people from the old neighborhood never made anything of themselves. As the band played they would replace the band with people from the old neighborhood either currently in their adult lives or their lives in the old neighborhood being acted out in the apartment. The band was white. I think during parts they rotated around the band or neighbors in the center of the apartment.
