!! need help !!

I found this song ( a croatian song, singer Boris Novkovic, song name: Nije fer). But there is a small vocal part in the begining of the song that I really like. Can someone tell me who the singer is or in what language does he sing (Im not sure if its spanish or some other language) ? Does anyone know any other singers similar to this style of music. Im talkin about just the first 19 sec of this song. I would appriciate any info.
