Movie About World Made of Candy?

ok. so i'm not looking for a song
i'm looking for the title of a movie
this is my favorite childhood movie
and i have to admit, i dont even know what the title is
pretty sad, i know.

so lets get to the movie
its pretty darn old, 90's? mid 80's? iuno
its animated
and its about a brother and sister that sort of get transported to this world made of candy
and songs like "mr. sandman" played
and this:
not the song that sounds like fergalicious but the song/music before it
where its black and white and says:

I believe that song to be "The Good Old Days" by Leroy Shields which was the original theme to The Little Rascals. All info indicates that any original recordings were lost long ago but The Beau Hunks specialize in reproducing such things.
